Summary:

The secretariat of the Central Tenders Committee was established since the establishment of the university in 2008. Its main task is to implement the decisions issued by the Central Tenders Committee according to the foundations of supplies and works in force in the World Islamic Sciences and Education University for the year of 2010.

It also performs all administrative and technical work related to bidding, following up on technical studies, and keeping files and records, preparing and coordinating all procedures for the conduct of the work of the Central Tenders Committee with ease and efficiency, and with the best administrative and technical means and methods available and followed in governmental and official institutions and universities within a functional and distinguished staff.

With the growth and development of the university and the accompanying growth in requests for development projects and an increase in the needs of equipment, equipment and other academic, teaching, administrative and technical requirements, and thus the multiplicity of sources, the need became urgent for the secretariat to be structured to facilitate its tasks, so the secretariat was transformed into a department with different divisions in 2011.

Mission

Providing supplies, materials, tools, information containers, and works that the university needs to cover the academic, administrative and technical requirements, within the regulations, instructions and foundations at the university, and obtaining the most appropriate offers and prices available for all Tenders offered for the public interest and guaranteeing the rights of the university.

Objectives :

1) Receiving applications from various units at the university.

2) Preparing applications in the appropriate manner to place tenders in accordance with the provisions of the system and the required for sorting of these applications.

3) Preparing the necessary documents in terms of:

A) General and specific conditions.

B) Technical specifications.

C) Ad format.

4) Announcing the tender offer or sending letters to solicit offers.

5) Selling copies of the tender:

a) Verifying the professional licenses and commercial registration of the companies applying for purchase.

b) Delivering copies of the tender to companies wishing to buy.

6) Receiving inquiries from companies.

7) Referring inquiries to the concerned committees, responding to these inquiries and informing the companies of that:

a) Amending materials and specifications

b) Amending conditions

c) Canceling/extending tenders.

8) Receiving the offers on the specified date:

a) Ensure that the company has obtained the copy through the official means in terms of purchasing the copy.

b) Deposit the offers in the fund prepared for this purpose.

9) Opening offers during the session of the Central Tenders Committee and making sure that the guarantees provided meet the conditions of the tender.

10) Implementing the committee’s decision to form technical committees to study the incoming offers in cooperation with the requesting authorities.

11) Following up on the technical committees until the preparation of the technical study.

12) Presenting the technical study to the Central Bidding Committee to take a decision on the referral.

13) Preparing the referral lists, and informing the companies referred to them

14) Receiving objections to the referrals and referring them to the technical committees to respond to them.

15) Presenting the responses of the technical committees to the Central Bidding Committee to take the appropriate decision:

a) Approving the objection.

b) Rejecting the objection.

16) Approval of the final referral after reviewing and auditing it by the Central Tenders Department and the Central Tenders Committee to ensure that it meets the general and specific conditions and proper placement in accordance with the powers stipulated by the Supplies and Works in force at the World Islamic Sciences and Education University.

17) Notifying the companies of the final referral:

A) Receipt of receipts for referral fees and stamps.

B) Getting performance guarantees.

C) Delivery of entry guarantees.

18) Sending financial documents to the Department of Financial Affairs at the university.

19) Informing the concerned authorities at the university to follow up on the provision of supplies, information containers, or the required and implemented works.
